Need for faster procurement of defense materials
The government seeks a new law on defense and security procurement to enable Norway to acquire defense materials more quickly.
An expert group, with Professor and Vice Rector for Research at NHH, Malin Arve as a member, has been appointed to draft proposals for the law.
The reason for the Ministry of Defense establishing an external working group is the political uncertainty in Europe. The working group was formed following a recommendation from the Procurement Committee, which was established to simplify regulations related to procurement.
`Simplifying and streamlining procurement processes is especially important due to the current security situation in Europe; to reduce the time it takes to acquire defense materials, ´ says Defense Minister Bjørn Arild Gram (Sp) in a press release.
Mandate:
- The report shall propose a new law on defense and security procurement.
- The report shall assess how the new law on defense and security procurement will interact with the provisions of the Security Act regarding classified procurements and contribute to simplification for public authorities and suppliers.
- The report shall ensure that the special conditions for defense and security procurement are upheld within the frameworks of EEA law and WTO law.
- The report shall assess the need for further adjustments in the new defense and security procurement law due to the current security situation in Europe
