The committee recommends that the state, in consultation with the affected municipality, ensures that Oslo Airport is not enclosed.

In November 2022, the government appointed an independent committee with a mandate to assess the need for a third runway at Oslo Airport. On September 12, 2024, Minister of Transport Jon-Ivar Nygård received the committee's report from Chair Siri Pettersen Strandenes.

Strandenes is Professor Emerita at the Department of Economics, NHH.

NHH Professor Frode Steen was member of the comittee.

The main objective of the investigation has been to provide a basis for the government to decide whether there is a need to allocate land for a third runway at Oslo Airport, Gardermoen.

The committee has concluded that traffic forecasts show a long-term need for a third runway. They believe that a third runway would be a more economically viable investment than the alternatives, including a shared solution between the non-state airports in the Eastern Norway region, Torp and Rygge.
